As an ex-smoker I can tell you yes, they do feel the cold the same as everyone else. I never built up a tolerance to cold temperatures when I smoked!

I used to be a smoker years ago , and lol yes smokers do get cold but if you have a group big enough you can all just huddle together to stay warm. It always worked for me .

No, I don’t think that smokers develop tougher skin when they smoke outside in the cold. I can say from my own experience although, I no longer smoke, but when I did smoke it just made me want to hurry up and get back inside to where it was warm.

I am a smoker, and I need that cigarette cold or hot, but yes it be freezing cold so I try to be quick as I can to get a few puffs.
