This quite a challenging question. What if you don’t even have any contact and don’t really know who left it there. I think the best thing is to sit around the place for some time, to wait for the owner. If he would not come to look for it, then you will carry it to a Church if you are a Christian.
I find a wallet full of money, I see the owner contact details and trying ringing him so many times, but he wouldn’t answer the phone. So I handed the wallet to the police station. A week later I received a letter in the envelope with the letter was £200 and a thank you note from the owner of the wallet. Better to do good then bad. That’s how I live my life.
The police are useless with lost property, but my local groups online are amazing at returning lost items so I’d post it there and usually within the hour the item is returned back to the owner. Normally a description of the lost item is put up and the person who has lost it will message and say what is inside so you know it is theirs. I’ve found a bag before and handed it back this way.
