Yes, of course they would. I am concern about the ones that do not have a position as such, as those with the need to know. The ones that you mention have a need to know. I don’t think I can mention the persons name without getting into trouble. All I can say is that this person a billionaire. They are not in the military or a public officer. Why would a regular citizen regardless of their wealth need to know the secrets of warfare with another country that they do business with. I would think that’s a conflict of interest.
