In my family it has always been 13/14 since I was a kid and now that my nieces and nephews are growing up it is the same. Also never alone, its allowed if there is a group of friends that we know, they will look out for each other and all the kids have the grown ups numbers in case of emergencies.
Children are generally considered ready for limited, supervised, or short-duration independent outings around age 11-12, with more significant freedom, such as evening cinema trips with friends, often starting around 13–15. Decisions depend on maturity, location, and the activity, as some venues, like cinemas, may have age-specific rules for unaccompanied children.
I don’t think ever especially nowadays even adults are not safe to walk amongst the streets along. In my opinion you should always be with someone when out and about. To many people have gone out alone and came up missing and still to this day have not been found, so for safety’s sake I believe you should always be with someone when you go out.

I think it depends on their level of maturity, the area they live in, and the type of friends they keep. Also where they are going, ie, the local shops, school, the high street, shopping mall, youth clubs or the movies.
