I think it goes both ways depending on how the lwa enforcement agencies deal with such an incident and sometimes if you’re been cyberstalked or attacked you can publicly call them out, than staying indoors or hiding because when you do call them out publicly the will be aware you’re not afraid but if the see you as a weakling then they will press the more.
